San Mateo County Health is seeking a well-qualified individual for the position of Quality Improvement Program Specialist-Behavioral Health & Recovery Services-Limited Term (Mental Health Program Specialist). This Quality Improvement Program Specialist will perform quality management through auditing, data collection, research, analysis, and evaluation of programs in BHRS; providing and developing training, technical assistance, and other support services for managers, staff, and clients; attend meetings, trainings and conferences; assist in quality oversight, addressing risk management of clinical issues; act as liaison to staff and providers; ability to lead and write quality improvement projects; use technical aptitude to learn new computer programs and train others; use automated systems such as Excel and Avatar EMR (electronic medical record) to collect data and report out; and perform related duties as assigned.
The current vacancy is in the Quality Improvement Unit of the Behavioral Health & Recovery Services (BHRS) Division located in San Mateo, CA. This person will travel/drive throughout the County to perform the duties of the position; additionally, may attend occasional meetings, trainings and conferences outside of the County at locations such as Sacramento and Monterey.
This is a leadership position that will help to improve the BHRS system of care. Leadership experience with other professionals; experience or strong interest in consulting with several state regulatory agencies, consultants, community groups and contracted agencies on mental health services and awareness is desired.
Primary duties include, but are not limited to, the following:
- Be part of a team that establishes and maintains program procedures and policies which are consistent with Federal, State and local laws governing mental health services.
- Monitor and consult with contract providers to ensure compliance with services requested by the County and help determine jointly beneficial solutions to problem areas.
- Conducts reviews: prepares data; reviews clinical records for compliance with regulatory and quality of care standards; provides feedback to providers; prepares reports.
- Develop and provide training, and technical assistance for managers and line staff related to performance improvement projects.
- Evaluate and integrate changes in legislation into policy and program procedures.
- Compile data and prepare program evaluations and other reports.
- Develop and lead Performance Improvement.
The ideal candidate for this position will possess the following:
- Knowledge of mental health laws and regulations.
- Experience developing and providing training and technical assistance for staff and providers.
- Analyze new and current legislation and make organizational policy and procedure recommendations.
- Ability to learn new software applications as needed
- Proficient in using Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Access, etc.).
- Ability to communicate well in large public groups and oversee the work product of many individuals implementing program-based quality improvement activities.
- Strong organizational skills, with an ability to work within multiple systems promoting change, while managing many levels of detail in implementation.
- Ability to provide leadership and promote quality improvement process, as well as an ability to negotiate, solve complex problems, and resolve conflict.
- Knowledge of current best practices in the fields of addiction treatment and behavioral health regarding co-occurring substance use and mental illness.
- Knowledge of best practices in providing services for a diverse client population and ensuring appropriate culturally competent practices.
Additionally, the ideal candidate should have background, experience or a strong interest in quality improvement projects, research, analysis of state and federal regulations, writing Performance Improvement Plans (PIP), and policy creation. This position requires strong writing, computer, and research/quality improvement skills to develop and lead projects to improve the BHRS system of care.
NOTE: This is a limited term, at-will position not to exceed 3 years. Limited Term employees receive full medical and dental benefits, similar to regular employees, and a portable 401(a) plan. However, the eligible list generated from this recruitment may be used to fill future vacancies, including classified, unclassified, term, full-time, part-time, temporary and extra help vacancies.

Licensure/Certification: California license as one of the following: 1) Clinical Social Worker; 2) Marriage and Family Therapist; or 3) Clinical Psychologist.
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience as a Mental Health professional.
